El 17 de septiembre, el Presidente de Belarús, Alexander Lukashenko, firmó un decreto por el que se designó al coronel de policía Alexander Kupcheny para ocupar el puesto de jefe del Departamento de Asuntos Internos del Comité Ejecutivo Regional de Vitebsk. This was reported by the press service of the Head of State.
Prior to his appointment, Alexander Kupchenya held the position of head of the main department of law enforcement and prevention of the public security police of the Ministry of Internal Affairs.
