From October for owners of cottages begin to operate 6 new rules
6 new rules for summer residents from october 2026: what is now fined and how not to lose the plot.

October 2026 dictates its terms to the owners of suburban areas. The new rules affect both active builders and ordinary gardeners. Ignorance of the law, as always, does not absolve from liability and can result in heavy fines or long litigation.
Here are 6 key changes to consider right now:
1. Mandatory registration of buildings. Any capital objects on the ground (residential house, bath, garage) must be officially entered in the USRN. The presence of an unregistered “samostroit” now blocks land transactions and attracts the attention of supervisors. It is better to legalize the building before the arrival of inspectors.
2. Prohibition of commerce in SNT. The land should be used strictly for its intended purpose. If a car service center or a spontaneous outlet is opened on a garden plot, this is a gross violation that is punishable by serious financial sanctions.
3. Total fire control. Burning foliage, branches and top is allowed only on specially equipped areas in compliance with all fire safety standards. Fines for making fire in the wrong places, especially in dry weather, increased significantly.
4. Fire safety. Sites must be regularly cleaned of dry grass. Inspectors will closely check fire breaks between buildings, as well as the serviceability of furnaces, wiring and gas equipment.
5. Debt collection through the courts. Unpaid membership fees to the SNT will no longer be ignored. Partnerships are increasingly recovering debts through the court in a simplified manner. The amount of its obligations is strongly recommended to clarify with the Chairman before the end of the year.
6. Borders and neighbors. Disputes over fence height, boundary lines and tree shadows have reached a new level of control. Violation of norms, creating interference with neighbors, can now become a direct basis for a claim for forced demolition or transfer of the structure at your expense.
Don't put things off until spring. Order a fresh extract from the USRN, check the documents, pay off debts and restore order on the site. A calm autumn is the key to a safe summer season without nervous disputes.
