Banks will be able to save capital when lending to projects to protect critical infrastructure
On September 29, 2026, the Board of Directors of the Bank of Russia allowed banks to apply reducing coefficients when calculating the magnitude of credit risk on loans issued to finance projects to ensure the protection of critical infrastructure 1 against threats of air attack. It is also allowed not to apply macroprudential allowances for such credit requirements.
The decision applies to borrowers – legal entities, as well as regions and municipalities and will be valid from the date of publication until 31.12.2026 inclusive.
Banks will be able to save capital when lending to such projects within the limit provided for projects of technological sovereignty and structural adaptation of the economy. Free limits in these areas are sufficient for concessional financing of both CU and SAE projects and measures to protect critical infrastructure facilities.
These measures will expand the capacity of banks to lend to projects to protect critical infrastructure. In turn, the implementation of such projects will help to limit the credit risks of borrowers and risks to financial stability associated with disruption of the smooth operation of critical infrastructure facilities.
In the future, these measures can be included in the permanent regulation.
