The Ministry of Internal Affairs of Russia proposes to increase the maximum fine for failure to fulfill the obligations of the guarantor in a criminal case to 33 thousand rubles. This is stated in the text of the bill submitted for public discussion.
In the draft amendments to Article 103 of the Criminal Procedure Code, the Ministry of Internal Affairs proposes to increase fines for guarantors three times. While for non-fulfillment of obligations threatens a fine of up to 10 thousand rubles.
One of the main reasons for such proposals is inflation, writes RG.ru, which has studied the text of the bill. The explanatory note states that the current fines have not changed since 2008. According to the Ministry, because of this, they ceased to perform a preventive function and the courts began to apply these rules less often. The Interior Ministry believes that higher fines will increase the liability of guarantors and other participants in the process.
The initiative also affects fines under Article 117 of the CPC, which concerns the conduct of participants in the trial. Fines for violation of the order of the meeting and failure to perform civil duties, the Ministry of Internal Affairs proposed to raise from 2.5 thousand to 8 thousand rubles.
These fines will affect witnesses, victims, experts, translators and other participants in the process if they violate the order (enter into a quarrel, make noise, show disrespect) or do not come to court without a good reason.
Earlier, the government began expert study of the bill, which will oblige owners of cars with foreign license plates to pay fines for traffic violations within a day instead of the current 60 days.
