In Belarus, the procedure for using charitable accounts for the provision of medical care has been changed, the correspondent of the Minsk-Novosti agency reports.

In this regard, individuals who opened charitable accounts for financing medical care until September 12, 2026 (including the purchase of medicines, medical devices and equipment, medical nutrition) must commit a number of mandatory actions until November 12, 2026 according to the Decree of the President of Belarus dated September 7, 2026 No. 304 “On Funds and Charitable Activities in the Healthcare Sector”.
Under the new requirements, such accounts can only be opened to raise funds to help:
- 1.personally if there is a confirmed need;
- 2.spouse, close relatives (parents, children, adoptive parents and adopted, siblings, grandfathers, grandmothers, grandchildren);
- 3.minors or adults under the guardianship or guardianship of the account holder.
If the current account does not meet these conditions, the client is obliged to transfer all funds in it to charitable accounts opened in strict accordance with the decree.
If the account is opened in favor of the above persons, the owner must provide the bank with a package of documents within the prescribed period:
- 1.medical document confirming the illness of the person in need of assistance (issued in the manner prescribed by the legislation on administrative procedures);
- 2.copies of documents confirming marriage, family ties or a copy of the decision on adoption or establishment of guardianship (guardianship).
In addition, account holders need to eliminate duplication. If more than one charity account was opened for the same purpose, all savings should be transferred to one main account (subject to the requirements of the decree), and the rest should be closed.
If a regular (non-charitable) current or other bank account was used to raise charitable funds, the client is obliged to ensure that all accumulated money is transferred to an official charity account.
Owners of such accounts should contact the branches of banks at the place of their opening in advance to provide documents and settle contracts.
