The Ministry of Finance proposed to extend the progression of personal income tax to “passive” income

The Ministry of Finance proposed to extend the five-stage progressive scale of personal income tax on “passive” incomes within the budget package for 2027 and the planning period of 2028 and 2029, the press service of the Ministry reported.

It is about income:

on dividends; on interest from deposits; transactions with securities; from the sale of property and the sale of participation shares.

Now they are taxed at rates of 13 and 15%. These changes will not affect the participants of the special military operation.

Among the proposals is also to establish for mutual investment funds (PIF) obligations to pay income tax on passive income at a rate of 15%. Now the PIF does not pay income tax, which creates prerequisites for tax optimization, the ministry explained.

In addition, the Ministry proposed to increase the rate of income tax on dividends paid in favor of non-residents to C accounts to 35%.

From January 1, 2025, a five-step progressive income tax scale (from 13 to 22%) began to operate. It covered wage income and did not cover interest and dividend income. For families with children, there is a benefit in the form of “tax cashback”. For participants of the military operation, as well as workers of the Far North and equated areas, the old rules have been preserved: for them, personal income tax in the amount of 13% is charged on part of the amount of payments for the year not exceeding 5 million rubles, and 15% on the part exceeding it.

The “salary” tax is calculated as follows:

13% - for incomes up to 2.4 million rubles. per year; 15% - from 2.4 million to 5 million rubles. per year; 18% - from 5 million to 20 million rubles. per year; 20% - from 20 million to 50 million rubles. per year; 22% - more than 50 million rubles. per year.

The increased tax is not levied on the total amount of income, but only on the amount exceeding the threshold. Thus, for the largest salaries – above 50 million rubles per year – the tax will be calculated using all rates: 13% from 2.4 million, 15% from 5 million, 18% from 15 million, 20% from 30 million and, finally, 22% from the part exceeding 50 million rubles.

According to the government, changes in the personal income tax scale should have affected 3.2% of working Russians (about 2 million people).
