The Prosecutor General’s Office demanded to transfer to the state the shares of the Izhevsk manufacturer of radio equipment JSC “Ural Plants” due to violations in the conclusion of some transactions. They concern the redistribution of shares in strategic enterprises. This was reported to Interfax by a source familiar with the claim.

In the lawsuit, the Prosecutor General’s Office indicated that the Ural Plants companies were illegally controlled by a group of persons. Among them was a citizen of Moldova Andrei Perepelica. Law No. 57-FZ on investments in companies of strategic importance prohibits foreign investors from carrying out strategic activities without prior agreement with the government. According to the Prosecutor General’s Office, the acquisition of shares of strategic companies by a group of persons with the participation of a foreign investor was made in order to legalize previously concluded “vicious transactions”.

The Prosecutor General’s Office indicates that until June 2022, 100% of the shares in EBISU LLC, the parent organization of the holding, belonged to JSC FGG Ural Plants. Its ultimate beneficiary was the former general director of the enterprise Vitaly Shurygin. Since May 2022, the membership of EBISU has expanded. Andrey Perepelitsa (a share of 13%) joined it. The participants received the right to dispose of more than 50% of the shares of EBISU LLC and control the strategic enterprises of the holding. The lawsuit notes that such a deal had to be agreed with the government, but no notifications and petitions were received by the Federal Antimonopoly Service.

In addition, the Prosecutor General’s Office believes that the accomplices in the case transferred assets to trusted persons who had family and corporate ties. In particular, shares in EBISU LLC passed to members of the Shurygin family.

The defendants in the lawsuit are JSC "Financial and Industrial Group "Ural Plants", the former general director of the enterprise Vitaly Shurygin, as well as Olga, Veronika and Nina Shurygina, Tatiana Ushakova, Veronika Nudko, the former head of "Ural Plants" Vasil Musin, Lyubov Kuzmina, Oleg Lipatov, Andrei Perepelitsa, Elizaveta Shirokikh and Tatiana Anyushina. Vitaly Shurygin was convicted of embezzling funds of a strategic enterprise controlled on an especially large scale. Vitaly Musin was arrested for theft of funds of the Ministry of Internal Affairs allocated for the execution of the state defense order.

The lawsuit was filed on September 10. Interim measures were taken on 17 September. The Moscow Arbitration Court arrested the assets of the group’s enterprises and its co-owners. Among them are JSC "Ural Radio Stations", JSC "Ural Plants", Sarapul Electric Generator Plant (SEGZ), LLC "EBISU", LLC "UK FPG "Ural Plants"", LLC "UK "FFG" . Preliminary hearings in the case are scheduled for October 9.
