Within the framework of the budget package, the Ministry of Finance of Russia proposed to amend the Tax Code aimed at increasing the sustainability of the budget system. To unify the level of taxation of incomes of citizens at rates of 13-22% in the main tax base for personal income tax, it is proposed to include passive income.
We are talking about income from dividends and other equity participation, interest from deposits, transactions with securities and digital rights, from the sale of property, under insurance and gift contracts. Now such income is taxed at rates of 13-15%.
As explained in the Ministry of Finance, the tax rate will depend on the amount of income, and not on the method and source of its receipt. This, according to the department, is more consistent with the goal of introducing a progressive personal income tax scale.
The amendments will not affect the current preference for small deposits - a tax-free threshold of up to 1 million rubles. The changes also do not apply to the income of the participants of the SVO. The proposed unification will affect no more than 6% of the population who have taxable income, about 4 million citizens.
