We actually did a very good job, met with businesses and found a compromise on the super-income tax. They were most concerned about this tax. They made it so that those who have spikes, there they smoothed them out, Siluanov said (quoted by Interfax).
Criticism of the RSPP was directed against the proposal of the Ministry of Finance to levy NSD from the mining industry in 2027-2029. According to the calculations of the Ministry, the measure should replenish the budget by 683 billion rubles.
The Union pointed out that the tax is actually introduced retroactively: its base for 2027 will be calculated based on the excess of the cost of minerals for the already completed 2026 over the prices of the base year 2025. Also, according to the RSPP, the extension of the mandatory payment for the past period contradicts the fundamental principles of taxation, since companies could not take it into account in advance.
