Matvienko proposed to replenish reg budgets due to excise duty on tobacco-free nicotine

The Federation Council proposes to introduce control over the turnover and consumption of tobacco-free nicotine and non-nicotine products, as well as to introduce excise duty on them. Revenue from the tax will go to the budgets of the regions. This was stated at the budget hearings by the speaker of the chamber Valentina Matvienko.

Ms. Matviyenko noted that the regions will be motivated to strengthen control. At the same time, the subjects themselves should make efforts to increase the revenue base of budgets, she added.

I know that the Ministry of Finance of Russia regularly improves approaches to the distribution of subsidies for equalizing budgetary security, taking into account the difference in the structure of the economy, different opportunities. This work certainly needs to continue. It is important for the subjects of the Federation to have the possibility of long-term planning. We should think about additional measures, said Ms. Matviyenko (quoted by Interfax).

The speaker recalled the postponement of repayment of debts on budget loans by the regions to a later date. At the same time, the situation with commercial loans requires increased and constant attention.

At the end of September, the government submitted to the State Duma a bill on the federal budget for 2027 and planned 2028-2029. It provides for the postponement of repayment by the regions of debt on budget loans beyond 2030. The government believes that this will allow the regions to allocate about 300 billion rubles. released funds for the development of the economy and social sphere.
