By the end of 2026, the Ministry of Industry and Trade plans to launch a mechanism for compensating the costs of pharmaceutical companies not only for the third, but also for the early – first and second – phases of clinical trials (CI) of innovative drugs. This was announced at the Bioprom forum held in Gelendzhik by the Minister of Industry and Trade of the Russian Federation Anton Alikhanov.

“We never finished the discussion about supporting innovative drugs.” Now we have another round. Today we agreed that by the end of 2026 we should try to make a decision on compensation of costs of the third phase of clinical trials. Together with Innopraktika, we also plan to introduce a cost compensation tool for the first and second phases this year, Alikhanov explained
At the same time, cashback manufacturers will receive after the registration of drugs - so designed to "not subsidize what will not reach the final result," the minister said earlier.
As Anton Alikhanov noted, the pharmaceutical industry itself invested about 115 billion rubles in innovations last year. The mechanism to support the development of original drugs has been discussed by regulators for several years. The draft government resolution on the so-called cashback for success (reimbursement of costs for the third phase of the clinical trial after successful registration of the drug) the Ministry of Industry and Trade has previously developed and submitted to the government. By the end of 2026, the ministry expected to form a list of molecules that can count on support and launch payments. However, the basic normative act of the government has not yet been approved.
