JSC KRTO will allocate 15 million rubles for the status of a gas distribution organization

JSC "Regional Corporation for Development and Support of the Tula Region" will allocate another 14.79 million rubles for services to obtain the official status of a gas distribution organization (GRO).

Currently, JSC KRTO already operates distribution gas pipelines with a length of 26.2 km in the territory of the special economic zone Uzlovaya and the industrial park Uzlovaya. However, the company is not yet included in the register of natural monopolies, and tariffs for gas transportation are not regulated by the state.

The purpose of the project is to issue an order of the FAS of Russia on the introduction of state regulation of the activities of KRTO JSC and its inclusion in the register of natural monopolies in the field of gas transportation. This will allow the company to legally provide services for gas transportation, technological connection of facilities and maintenance of gas equipment, as well as officially approve its tariffs. The project will last 22 months and will be implemented in two main stages.

The first stage is the inclusion in the register of monopolies (it will take 10 months). During the implementation, it is necessary to prepare and submit to the FAS Russia a package of more than a dozen documents, including constituent papers, data on the book value of networks, pipeline schemes and market analysis. The cost of the stage is 40% of the contract amount.

The second stage is the approval of tariffs (12 months). At this stage, it is necessary to calculate the economically justified tariff, its protection before the FAS of Russia and the Committee of the Tula region on tariffs. This stage accounts for 60% of the cost of services.

The current volume is 14.7 million cubic meters of gas per year (transportation for 17 legal entities). The planned volume will be 234 million cubic meters per year with the expansion of the customer base to 33 enterprises.

The corporation owns distribution networks in the Uzlovsk district. The license of Rostekhnadzor for the operation of explosion-hazardous objects (I, II, III classes) was already received in July 2025.
