By the end of the year, 32 Kostroma architectural monuments will have new owners

The involvement of abandoned and in poor condition cultural monuments in the economic turnover is carried out according to the instructions of the President of the Russian Federation Vladimir Putin. In the Kostroma region by 2030, it is planned to return to economic life and restore 158 such buildings.

According to the targets of the Ministry of Culture of the Russian Federation, by the end of 2026 the region should put into circulation 32 architectural monuments. At the same time, new owners are obliged not only to issue rights to historical buildings, but also to guarantee their restoration in a clearly specified timeframe. Governor Sergey Sitnikov said this at a weekly meeting.

Yulia Nazarova, head of the regional inspection for the protection of cultural heritage sites, said that the Kostroma region began this work before the federal control figures were approved. Last year, it was possible to find new owners for 10 objects, and since the beginning of this year, another 12 buildings belonging to federal, regional and municipal property have been transferred.

A special interdepartmental working group created by order of Governor Sergey Sitnikov coordinates the actions of relevant departments and municipalities. By the end of the year, 10 more historical buildings will be involved in circulation, eight of them are in regional and municipal ownership, and two are sold through the state corporation “DOM.RF”.

Particular attention at the meeting was paid to the restoration of historical buildings in the area of the Kostroma embankment, where improvement work is currently underway as part of the program to create a comfortable urban environment.

The Governor drew attention to the protracted terms of work at facilities leased at a preferential rate of 1 ruble. According to him, the restoration of buildings should go in synchrony with the improvement of the adjacent territory.

“Next year, the scaffolding must be removed from the buildings on the waterfront so that we can see the tidy facility and the whole landscaped complex. Clean up. And in the future, when you transfer such buildings to preferential rent for the ruble, set a clear schedule of work – not for decades, but quite specific, real terms, said Sergey Sitnikov.

In addition, in order to increase the investment attractiveness of cultural heritage objects, the Governor instructed the relevant departments to review the approach to the formation of lots and transfer historical buildings to investors immediately along with the adjacent territory.

“The land under the property must be immediately encumbered in the interests of the tenant, so that there is no question of where to park and how to organize the work. I ask the land and construction departments to work out these issues so that they are solved in a complex, the head of the region concluded.

In addition, on behalf of the Governor, the regional inspectorate has developed special risk indicators to monitor the inaction of owners. The Kostroma region became the first region in Russia where such a mechanism was introduced and applied in practice.

In coordination with the prosecutor's office, three targeted inspections have already been carried out in the region, following which the owners of buildings were brought to administrative responsibility and forced to carry out restoration work. In November, the agency will hold three more such monitoring activities.
