The head of Buryatia submitted to the People’s Hural a draft law on the republican budget for 2027 and for the planning period of 2028 and 2029. The document defines the main parameters of the main financial plan of the region for the next three years.
According to the project, the revenues of the republican budget in 2027 are planned in the amount of 137.4 billion rubles, of which 75.5 billion rubles will be gratuitous revenues. Expenditures are provided in the amount of 148 billion rubles, and the budget deficit will be 10.7 billion rubles.
The draft law regulates in detail the standards for the distribution of tax and non-tax revenues between the republican and local budgets, as well as the budget of the Territorial Compulsory Medical Insurance Fund. Differential standards of deductions from excise duties on fuel sent to road funds are established. The document also establishes additional standards for deductions from personal income tax transferred to municipalities in exchange for subsidies for equalizing budget security.
A significant part of the project is devoted to inter-budgetary relations. The total volume of transfers to local budgets in 2027 is provided in the amount of 57.1 billion rubles, including subsidies in the amount of 3.7 billion rubles. The volumes of subsidies, subventions and other interbudgetary transfers, as well as the republican targeted investment program were previously approved. Expenses of the Road Fund of Buryatia in 2027 are planned in the amount of 20.7 billion rubles.
The document defines the debt policy of the region: the upper limit of the state internal debt of the republic as of January 1, 2028 should not exceed 57.3 billion rubles. The program of state internal borrowing and the program of state guarantees were approved for the entire three-year period. In addition, the project provides for the provision of budget loans to local budgets to cover deficits and cash gaps, as well as the restructuring of municipal debt on budget loans.
