Leningrad Region and Kyrgyzstan discuss experience of investor support and public-private partnership

Special attention was paid to differences in approaches: coordination of projects in Kyrgyzstan is delayed due to centralization of decision-making. AERLO organizes interdepartmental cooperation and solves complex issues through the Government.
The second question was about budget funding. In Kyrgyzstan, the allocation of funds for public-private partnership (PPP) projects through the Ministry of Finance lasts a long time, even if the costs are foreseen. In the region, this work is coordinated by the relevant committee with industry departments. To implement projects under a concession or PPP, it is necessary to include them in the state program and coordinate the financial model with the Finance Committee.
In the Leningrad region signed 29 agreements, 27 of which are concession, and 2 - agreements on public-private partnership. Among the implemented projects are a school in Murino for 1,175 students, swimming pools in Gatchina and Sertolovo, as well as a medical rehabilitation center.
“The priority areas are municipal, social, transport and health. The exchange of experience in the field of PPP is an important step towards the development of partnership practices between the regions, said Angelika Lithunyuk, Deputy Chairman of CARIID.
The event was held under the auspices of AERLO. The Agency’s experts also demonstrated the “Green Corridor for Investors” system and current measures to support entrepreneurship.
