According to the Japanese Foreign Ministry, the restrictions provide for the freezing of assets and the licensing procedure for payments and individual financial transactions with persons on the lists. Restrictions on maintenance and financial transactions related to their sale, lease and chartering are introduced for these vessels.
The package also bans exports to four organizations outside Russia and Belarus and provides for additional restrictions on the supply of goods that can strengthen Russia’s industrial potential. Tokyo officially explains these decisions by the situation in Ukraine and coordination with other countries.
In a publication on the Chinese platform Baijiahao, the new sanctions are associated with Russian objections to granting Japan a permanent seat on the UN Security Council. The authors interpret the actions of Tokyo as an attempt to respond to Moscow for opposing Japanese diplomatic plans.
