How the intellectual property system in Belarus is being improved, said Denis Korzhitsky, Chairman of the State Committee for Science and Technology. Belta writes about it.

One of the key events of 2026 for the IP sector in the country was the entry into force of changes in the legislation on the protection of intellectual property. “The author's rights are now enshrined in law. If the development is created by an employee, and the employer uses it in commercial activities, the author receives remuneration both for the creation of an object of intellectual property and for its use. The minimum remuneration is set at 12.5 base value. The guarantee also applies to developments created within the framework of economic contracts and by order of legal entities, the Chairman of the State Committee of Technology explained.
He also noted that there are about 100 intellectual property appraisers in Belarus. In the near future, it is planned to approve a technical code that regulates the choice of methods for assessing IP objects. The document should help to objectively determine the cost of development during the transfer of rights, the conclusion of license agreements, the calculation of remuneration. “Intellectual property valuation is more difficult than the valuation of tangible assets. The car retains a certain value even if not used. Technology or industrial design that is not involved in economic turnover, over time can significantly lose in price, added Denis Korzhitsky.
Intellectual property objects created at the expense of state funds are subject to Decree No. 59. It provides ways to commercialize developments and transfer them to the real sector of the economy. The National Center for Intellectual Property has developed a methodology for choosing methods of commercialization, which is currently being updated. Not only the legal but also the economic aspects of the transfer of rights will be considered. “We hope that the measures taken will contribute to the further growth of the intellectual property market in Belarus,” he said.
According to the World Intellectual Property Organization, over the past six years, investment in intangible assets has grown by an average of 5.5 percent annually, while in tangible assets by 3.2 percent. As noted by Denis Korzhitsky, the indicator of investments in intangible assets has been introduced in Belarus since last year. For the first half of 2026, they accounted for 2.2 percent of the total investment in the country (583 million rubles). “Over the eight months of 2026, the volume of investments increased to 848 million rubles,” the chairman of the SCST stated. Issues of increasing the knowledge-intensiveness of GDP of Belarus were discussed at a meeting of the Boards of the Ministry of Economy and the State Committee for Economic Development
