Penza region for the year improved the result in the rating of material well-being of the population
Material well-being consists of several components: the level of income, savings, affordability of housing and financial capabilities of the family. According to these and other indicators, experts compared the Russian regions. Penza region by the end of 2025 was on the 53rd line of the rating.

The rating of material well-being of the population was compiled by experts of the RIA Rating Center for Economic Research based on data from Rosstat and the Central Bank of the Russian Federation. When compiling the rating, experts took into account several indicators of the financial situation of residents. Among them are the ratio of median income and the cost of a fixed set of goods and services, the volume of bank deposits per resident, the share of the population below the poverty line, the availability of buying an apartment in a mortgage and the share of residents with incomes of more than 60 thousand rubles per month.
The final score of the Penza region was 55.83. For comparison, by the end of 2024, the region received 52.27 points. Over the year, the indicator increased by 3.56 points.
For comparison, the Ulyanovsk region took 63rd place with 51.66 points. Over the year, its result also improved: previously it was 49.57 points.
The Saratov region was on the 68th line. Her rating score increased from 43.08 to 46.25. Even lower is the Republic of Mordovia – 70th place. At the same time, her result increased from 41.46 to 43.31 points.
In general, the situation in most regions of the country has improved over the year. The rating score increased in 64 regions, while the decline occurred in 21. One of the reasons for the negative dynamics in some subjects was a noticeable decrease in the availability of mortgage housing.
The first three places in the ranking were taken by the Yamalo-Nenets Autonomous Okrug, the Khanty-Mansiysk Autonomous Okrug – Ugra and the Chukotka Autonomous Okrug. The top ten also included Murmansk and Magadan regions, Nenets Autonomous Okrug, Sakhalin and Moscow regions, Moscow and Kamchatka Krai.
Although the Penza region is in the second half of the all-Russian rating, its final assessment for the year increased, and among the neighboring regions it took the highest position.
