President of Kazakhstan Kassym-Jomart Tokayev in his message to the people put forward a proposal to discuss the introduction of an increased tax rate for owners of large fortunes.
The President stressed the importance of fair taxation. He stressed that this is not about restricting the rights to legally acquired assets – this would be contrary to the Constitution. According to Tokayev, the idea is for every citizen to make a proportionate and honest contribution to the development of the country.
The President instructed the government and Kurultai (parliament) to work out this issue in detail and submit their proposals. At the same time, he noted that it is possible to achieve fairness in taxation only under the condition of full transparency – this requires large-scale digitalization. Tokayev pointed to the importance of using modern technologies, including artificial intelligence: this will allow to collect taxes more efficiently, reduce the scale of the shadow economy and minimize corruption risks.
In addition, the President said that the new Tax Code, adopted in 2025, should not be perceived as something immutable. It should be amended to take into account the interests of business – to simplify the work of enterprises. Changes need to be prepared carefully and thoughtfully: frequent rule adjustments create uncertainty for entrepreneurs. Tokayev also noted that the current legislation is excessively complex and cumbersome, which is why it becomes a serious barrier for business.
Currently, Kazakhstan has an individual income tax at a rate of 10%. For citizens with an income of more than 80 thousand dollars a year, an increased rate of 15% is applied, but only to an amount exceeding this threshold. In addition, owners of luxury real estate and other expensive assets may be subject to special excise duty.
