The former head of the Altai Krai property Teplov was transferred from jail under house arrest
Former head of the property relations department of the Altai Territory Alexander Teplov left the detention center, where he stayed for almost a year
According to insiders, the decision to change the preventive measure may be associated with the cooperation of the accused with the investigation. The source claims that Teplov concluded a pre-trial agreement. It is possible that under this agreement, he could provide law enforcement officers with information about other participants in alleged illegal schemes with regional property.
The date of transfer of the former official from jail under house arrest is not yet known. Earlier, Teplov repeatedly asked the court to soften his measure of restraint.
Recall that Alexander Teplov was sent to custody on September 27, 2025. The last court decision set the term of his detention in the SIZO until September 25. The head of the property relations department of the region Teplov ceased to be at the end of 2024.
The criminal prosecution of the ex-official is connected with several articles of the Criminal Code of the Russian Federation. He was charged under paragraph “e” of part 3 of article 286 of the criminal code of the Russian Federation (exceeding official powers out of selfish or other personal interest). In addition, Teplov was charged with Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale). At the same time, the specific circumstances that became the basis for initiating a criminal case have not yet been publicly disclosed by law enforcement agencies.
In the case of fraud, together with the former head of the Altai Krai Property, two more defendants are allegedly named Artemyev and Neverov. It is possible that the investigation may concern the transfer to private hands of land plots located in the area of Barnaul complex "Avalman".
The fact that the investigation in the case has actually come to an end, the defense of Teplov said at the last meeting of the Altai regional court. Then a complaint was considered about the next extension of the term of detention of the ex-official in the SIZO. The lawyer of the former head of Altaykrayestvestvo told the court that the criminal case is no longer in the active stage of the investigation. At the same meeting, Teplov said that he fully admits his guilt.
