As part of the inspection of the implementation of the legislation on the safety of transport activities, the Prosecutor General’s Office revealed violations in the work of the driving school, which is part of one of the transport enterprises of Minsk. This was reported in the Prosecutor General’s office, writes sb.by.

Prosecutors checked the organization of training and retraining of drivers of motor vehicles. Since the qualification of drivers is one of the most important tools for improving road safety and reducing accidents, special attention was paid to the implementation of legislation by legal entities providing such services.
They checked the qualifications of teachers and masters of industrial training, the compliance of the material and technical base with the established requirements, the technical condition of educational vehicles, the procedure for enrolling students, the completeness of the implementation of curricula and programs, control over attendance at classes and ensuring safe conditions for conducting classes.
The main goal is to achieve, including through measures of prosecutorial response, the strengthening of discipline in the process of training drivers and the formation of sustainable skills for safe driving.
During the supervision measures, violations in the activities of the Minsk driving school were established. In particular, classrooms and circuits are inadequately equipped with training equipment. The requirements for the design of the duplicate braking system and the duplicate clutch control system of the training vehicle are not met. Apply irrelevant plans-summaries on a number of subjects for theoretical studies. Practical classes to improve driving skills in the dark are held after sunrise and before sunset. Some students do not have a medical certificate of health, confirming the suitability for driving a power-driven vehicle, but practical driving classes are held with them. At the first stage of the practical exam, the assessment of the students’ performance of all the mandatory elements on the circuit is not carried out. Fire safety requirements are also not fully met.
These shortcomings did not contribute to the students’ full knowledge and driving skills and created risks of an accident, which could lead to other negative consequences.
In this regard, the Deputy Prosecutor General of the Republic of Belarus submitted a submission to the General Director of the enterprise with the requirement to eliminate the identified violations and the causes and conditions that contributed to them, as well as to take exhaustive measures to ensure the proper level of the educational process. Execution of the act of supervision is taken for control.
