Recently, the Kazakh Ministry of Defense, like the Ministry of Internal Affairs, was struck by an attack of starfall: and some defendants in the latest high-profile criminal cases may face not only a reserve or a pension, but also a state house. After 14 servicemen died in Mangystau region on September 24 during exercises in the Caspian Sea, criminal cases were initiated under Article 453, Part 2 “Neglective attitude to service, which entailed grave consequences” and Article 465 “Violation of navigation rules”

After 14 servicemen died in Mangystau region on September 24 during exercises in the Caspian Sea, criminal cases were initiated under Article 453, Part 2 “Neglective attitude to service, which entailed grave consequences” and Article 465 “Violation of navigation rules”. Six suspects have been arrested. All of them are officials from the Ministry of Defense of the Republic of Kazakhstan.
The latter detained the former commander-in-chief of the Naval Forces, and before him the chief of staff - the first deputy commander-in-chief of the Naval Forces, two commanders of military units, the commander of a marine company and the commander of a boat. Defense Minister Dauren Kosanov, his first deputy, Chief of the General Staff of the Armed Forces of Kazakhstan Kanysh Abubakirov, Commander-in-Chief of the Naval Forces (Navy) of Kazakhstan Kanat Niyazbekov were dismissed from their posts, and later he was arrested as part of the investigation of a criminal case. Two deputy defense ministers Almaz Dzhumakeev and Asker Beisenov were also dismissed.
As for the system of the Ministry of Internal Affairs, after the completion of the official inspection in connection with the murder of a 30-year-old resident of Astana, the head of the capital DP was brought to strict disciplinary responsibility, another deputy head of the DP was deprived of his post, and four lower-ranking employees were dismissed from the Ministry of Internal Affairs for negative reasons.
In principle, in 2013-2014, this has already happened. Then a number of high-ranking leaders of the Ministry of Defense and the Border Service of the Republic of Kazakhstan were convicted.
Thus, the former head of the Main Directorate of Armaments of the Ministry of Defense of Kazakhstan Almaz Assenov, accused of receiving a bribe of 200 thousand US dollars, was sentenced to 11 years in prison. However, in May 2015, by the decree of President Nursultan Nazarbayev, his term was reduced to five years, and then on June 27, 2016, by the decision of the Almaty Regional Court, he was released on parole. In total, Assenov served only about 3.5 years instead of 11 on sentence.
Deputy Commander-in-Chief of the Air Defense Forces of Kazakhstan, Major-General Askar Bulldeshev, who was accused of embezzling more than 140 million tenge, was sentenced to 8.5 years in a general regime colony.
The head of the border guard department of KNB Batys, Major-General Abdyrzak Ilyasov, was sentenced to 13 years in prison. Former Deputy Minister of Defense of the Republic of Kazakhstan, Major General Bagdat Maikeev, the court appointed six years of a strict regime colony with confiscation of property on charges of bribery and illegal possession of weapons.
Former Director of the Border Service of the National Security Service of the Republic of Kazakhstan, Lieutenant-General Nurlan Dzhulamanov, was sentenced to 11 years in prison with confiscation of property and serving a sentence in a strict regime colony.
Needless to say, in those years, the generals from the Ministry of Internal Affairs looked in a much more advantageous light. After all, they were not seen in corruption scandals in 2013-2014. Nevertheless, it must be admitted that not all cruel and high-profile crimes under their control could be solved. Some of the high-profile murders and robbery attacks have been stuck on the deaflist for decades, with criminals still enjoying their freedom.
But, remembering the especially loud "housyaks" from the past, we can not ignore the names of the generals who headed the Main Internal Affairs and Internal Affairs at that time.

In Almaty at 10.45 on March 24, 2005, at the intersection of Abai Avenue and Mirzoyan Street, a robbery attack was carried out on the currency exchange office “Chingis”. The raiders acted with striking cruelty, shooting three collectors from a Kalashnikov rifle and taking 150 thousand euros (according to official data), fled. According to eyewitnesses, the criminals arrived on the red “Zhiguli”. After the armored Ford approached the exchange office, two collectors came out of it and carried a bag of money to the cashier. At about 13:15 he was found dead by a restaurant guard. Kurmaev was in his own Toyota Land Cruiser jeep with his head shot. Two investigative teams arrived at the scene of the crime. One is from the Almalinsk police station, and the second is from the traffic police of Almaty. Near the car, employees of the operational and forensic department found a shot casing from a Makarov pistol of 9 mm caliber, and later a bullet. The details of the crime testified that this was an order executed by a professional killer. The investigation stalled at the stage of finding out: who benefits?

The victim did not have time to use the Saiga-410 hunting rifle. A bullet from a Makarov pistol hit him in the head. He died on the spot. The main version of the loudest and most daring crime of 2011 is a robbery on a tip. Crime unsolved.
Almaty region, Taldykorgan. Chief of the Department of Internal Affairs, Major General Bagdat Maikeev (now retired).
Police officers sold confiscated weapons and then killed their colleagues.
At the end of 2008, a scandal broke out: police officers stole confiscated weapons from the room for storing physical evidence. This was only revealed after one of the stolen pistols spoke. The body of the assistant district inspector Zhetysu district police department of Almaty with three gunshot wounds to the head was found on December 3, 2008 at 12.45 in the stronghold No. 57 on Seyfullin Avenue. The examination established that all the bullets were fired from a TT pistol, which was stolen from the evidence room of the Department of Internal Affairs of Almaty region. It is also established that another TT and Kalashnikov assault rifle were kidnapped from there. Two police officers have been convicted. But the murder was solved only after the radical extremist group was tracked down. In April 2011, two of its members were killed in microdistrict No. 3, the third surrendered. Two more extremists were arrested. In addition to the murder of the district assistant, on their conscience the shooting of the mosque imam and his relative in the Kalkaman microdistrict, the bloody massacre of a famous healer in the Aksai microdistrict and other crimes. But everything became known later, and immediately after the murder in the stronghold, the Ministry of Internal Affairs, created a special disciplinary commission: February 9, 2009 it was announced that “the issue of the activities of the head of the Department of Internal Affairs of the Almaty region, Major-General Bagdat Maikeev was considered.” After revealing a number of violations by his subordinates, the commission petitioned the Minister of Internal Affairs for the dismissal of the major general from his post. But in September, he moved to the Defense Ministry as head of the main logistics department.
Two years later, Bagdat Maikeev took the chair of deputy defense minister, and in February 2014 he was detained for bribery. Sentence of court - six years imprisonment
Released early for health reasons.
Almaty. Head of the Internal Affairs, Major General Kairat Tynybekov (now a pensioner of the Ministry of Internal Affairs). The dismembered corpse of a woman.
On May 12, 2013, Almaty residents were shocked by a horrific report: two women’s legs were found in a garbage can near the Natalia Sats Theatre, packed in black plastic bags.
On the left, presumably female, leg tattoo in the form of a knitted flower and bruises. On the right leg, a wound measuring nine by three centimeters. While combing the area, police found a stone with spots of dark brown substance and a sock soaked in blood. That's actually all I could find out. Who was the victim of the killer and where the perpetrator hid the body is unknown.
South Kazakhstan region. Head of the DVD, Major General Askar Ospanov. October 2014. In the Ordabasi district, police are covering up murders.
This conclusion was reached by the prosecutor’s office, having studied the production of criminal cases.
- Before the prosecutor's office opened criminal proceedings, the police did not take any steps to find the persons involved in the killings. They are walking free, said the prosecutor of the Ordabasinsky district Nurken Kosbayev.
Having received a forensic report that the man had died as a result of violence, the police were unwilling to initiate criminal proceedings. The prosecutor’s inspection revealed 14 similar facts in the Ordabasinsky district alone.
Aktobe region. Chief of the Department of Internal Affairs, Major General Mukharan Amirov (now on a well-deserved rest).
December 2011. Head of the Aktobe State Internal Affairs Kairat Murzabekov beat his subordinate.
The incident occurred in the GOVD, when the chief climbed to kiss the girl inspector and her resistance reacted violently. With shouts: “Did you mess up the banks?” several times hit the subordinate with her hands, and then with a plastic bottle. Then he took the victim out of town, where he tried to hang him on a belt. His deputies watched everything. In court, he called everything that happened to him “a setup”. The court sentenced Murzabekov to six years in prison.
The incident with Murzabekov damaged the image of the police. His actions indicate improper control of the Ministry of Internal Affairs over the work of the heads of police departments. There is no proper selection of personnel, Judge Mukhambetkalieva said.
The list of such “deaf” without the prospect of disclosure could be continued further, but I would like to see their number significantly reduced.
