The Safe City system

- A couple of months after my appointment to the post of head of the city traffic police (now DP), the key problem that I immediately noticed was extremely low disclosure — it barely reached 41 percent, — said then the head of the traffic police Colonel Erlan Turgumbayev. - That's very little. Of course, there are many large banks and commercial structures that attract criminals from all over the country. To remedy the situation, we needed systematic prevention. We resumed foot patrols, and street crime declined. They began to introduce mobile police stations, they proved themselves well in the 1980s. The “Safe City” program is the key tool, it was approved by Almaty akim Imangali Tasmagambetov. Its basis is an extensive system of round-the-clock video surveillance for the rapid suppression of offenses in crowded places.

In this regard, I strongly demanded from the heads of district departments and departments to minimize office time. Only a lively dialogue allows us to draw up an objective picture of what is happening in each particular neighborhood. Here are the results of our work for eight months of 2015.

Saken Sisemaliyev says: 142,000 people live in the prestigious Medeu district, central offices of banks, scientific institutes, leading universities and cultural facilities are concentrated here. Leading developers build premium housing and business centers. There is, however, a dark side. High concentration of capital attracts criminals of all stripes. The area’s headache is theft and robbery. Among the “housekeepers” there are real professionals of criminal craft, coming “on tour” from Georgia and Russia. Their priorities are fashionable houses in neighborhoods Samal-1, 2 and 3. The methods of penetration vary from the forceful breaking of doors to the virtuoso application of keys.

Recently, the joint efforts of the Medeu police department and the traffic police of the city were neutralized duet of apartment thieves. The volume of stolen property found in their rented apartment had to be taken out by a whole dump truck KAMAZ. According to the detainees themselves, they accounted for more than 30 episodes, although the real figure is likely much higher.

But street raiders are mostly local. No qualifications are required to take away values from a woman or adolescent. Robbers most often guard victims near the cinemas “Arman”, “Alatau” and hypermarket “Ramstor”. The police have already eliminated two organized groups under the leadership of J. and M., who have committed more than 10 attacks each.”.

- Unlike the well-off Medeu, Bostandyk or Almalinsky districts, the level of income of residents of Turksibsky is significantly lower, said Lieutenant Colonel Akhmetov. The main crimes here are robberies and intentional murders. There are also extremely dangerous recidivists. So, the district captain Saken Usebov detained the serial killer Granov, who dealt with victims for entertainment, dumping bodies in street toilets. At the moment, his involvement in five episodes has been proven, but the investigation is checking other cases.

Serious concern is caused by the segment of Seyfullin Avenue from the Almaty-1 railway station to Ryskulov Avenue. The 32 cafés and several hotels there actually operate illegal dens where prostitutes gather. Previously, up to five robberies a day were recorded here. The situation changed after the launch of a mobile police station: from 22.00 to 05.00 the Avenue patrols a special bus. Other difficult places include the station zone of Almaty-1, a tuberculosis dispensary in Aksai and a city shelter for people without a certain place of residence. Fights and street thefts are frequent at the station, and up to 80 percent of tubdispensary patients are people with a criminal past. They are involved in drug trafficking, use illicit substances themselves and are constantly engaged in conflict. Residents of the shelter are scattered around, commit petty thefts and scare local residents.

However, the epicenter of danger remains Mehposelok with the so-called Bermuda triangle: it is located between three drinking establishments. The main contingent there are visitors from the southern regions of Kazakhstan, as well as citizens of neighboring countries with criminal tendencies. Among themselves, operatives call them “saigas” for chaotic movements around the city and the region in search of easy profit. Previously, stabbings and robberies regularly occurred here, but after putting up permanent police posts, foot and military outfits, the situation was managed to be taken under control.

- Our sleeping area has 146.5 thousand inhabitants, said Colonel Shaykhin. The territory is very stretched: from the intersection of Furmanov - Zhibek Zholy in the north to the village of Boraldai in the Almaty region. The basis of crimes are theft, robbery, hooliganism and serious crimes against the person. In the list of the most problematic areas are the settlements of Red Trudovik and Dawn of the East, the neighborhoods of Dariga, Ulzhan, as well as wholesale and clothing markets. A significant proportion of offenses are labor migrants from the southern regions of Kazakhstan and neighboring countries. They work at the flea market as janitors and loaders, and live in the private sector of the Dawn of the East.

Recently, our Interior Ministry eliminated several criminal groups that robbed merchant containers. Remarkably, the gunners and accomplices were ... local security officers! The cart workers removed casts from the locks, after which, together with the security, they took out the goods on pre-hired trucks.

The peak of street robberies falls on the Almaty Arbat - Zhibek Zholy street. Raiders choose as victims women and adolescents, which are easier to intimidate. Police detained a gang of juvenile robbers, who managed to commit more than ten attacks. At the same time, in the district, such a type of fraud as a "scam" was completely eliminated - its organizer received 16 years in prison.

The leaders in the number of hooliganisms remain the Ainabulak microdistrict and the village of Karasu. For example, recently a group of young people brutally beat two peers, which led to their death. Three of the perpetrators have already been arrested.

“Auezovsky district with its 400,000th population is recognized as the largest and at the same time the most criminal in Almaty,” Colonel Kurmanbayev explained. - The main problem is gopniks, thieves and hooligans. The most dangerous points are concentrated around Lake Sayran, along Saina Street, in neighborhoods No. 5 and No. 6, as well as in the vicinity of the Famili Park. I would like to point out that the “housekeepers” are very selective here. They do not take household and audio equipment, preferring only jewelry and cash. On the case go with a special tool: locks, scraps and necessarily in gloves. Among them there are also “forkmen”: the detainee Pavel T. has already confessed to 30 such thefts.

The coastal areas of Sayran are attractive for non-resident robbers. Having selected valuables, they expect to quickly leave the city - there is a bus station nearby. However, the schemes of their departure are well known to operatives, so not everyone manages to leave.

The bad reputation of Sain Street is associated not only with prostitution, but also with related crimes: stabbing, fights and robberies. And the victims are both parties: the workers of the industry with pimps, and their customers. Conflicts over payment escalate into violent fights. The prostitutes themselves get into reports when they try to rob customers. The other day in the district of Shanyrak was found the body of a strangled girl from Sain Street. Apparently, she suffered because she tried to steal money from another client.

Mass fights and hooliganism are frequent in bus cafes, where visitors drink and find out the relationship.

Interestingly, car thieves of the Auezov district prefer only the old models of "Zhiguly" and "Muscovites". The prestigious Lexus and Mercedes do not attract car thieves.

- 173,000 people live in our district, Colonel Turkmenbayev explained. Its main feature is the central location and common borders with almost all areas of the city. The main crimes are apartment theft, autopsy, robbery and hooliganism. The most complex crime situation is recorded near the establishments at the intersections of Zharokov - Zhambyl, Masanchi - Bogenbay Batyr, Auezov - Bogenbay Batyr, as well as near the City Center.

Earlier in the area operated "housekeepers" from Georgia, they used the technique of knocking out the larva of the castle. They later transferred the technology to local criminals. The main problem is the low assistance of citizens. Witnesses are almost impossible to find.

Car thieves are on duty near casinos and restaurants. The largest prey was the theft of 60 thousand US dollars from the salon of “Mercedes” near the restaurant on Seyfullin – Karasai Batyra. Most robberies occur at night. One of the most daring raiders is a 14-year-old teenager who led an adult gang. Despite a modest growth of about 140 centimeters, he kept his accomplices at bay due to extreme aggression and a huge knife. He and his 18-year-old partner have been arrested. Also, the police are working against “distractors”, the method of which was brought by tourers from Georgia, as well as Moscow and St. Petersburg. One of the most resonant cases was the brutal murder of a French citizen, journalist Gregoire De Bourgue. The defendants have already been detained and are awaiting trial.

“Bostandyk district is considered an elite one: the Republic Square, the akimat of the city and many offices are located here,” Lieutenant Colonel Makishev noted. The most common crimes are theft, robbery and hooliganism.

The criminogenic emphasis is shifted towards the neighborhoods of Orbit-1, 2 and 3, Kazakhfilm, Almagul and Koktem-2. Orbits, Koktem and Kazakhfilm are dominated by car robberies and thefts. This fishing was carried out by a detained resident of Boraldai Vladislav L. In the same areas "worked" and a visiting raider from Ayagoz B. He took away bikes from teenagers. He was not interested in money or cell phones. The 31-year-old Almaty resident K. robbed more than 150 residents of the Kazakhfilm microdistrict.

As for the Almagul microdistrict, it attracts “housekeepers” with high incomes of local residents.

Murders in our neighborhood are often domestic. So, in the house of the 28th district of Koktem-1 35-year-old woman suffered four fatal blows to the head. Suspicion fell on her 28-year-old cohabitant, who escaped to EKO. After the arrest, he admitted that he beat his partner with a hammer out of jealousy after refusing to marry him.

One of the most dangerous areas of the Bostandyk district is the Atakent complex. The peak of violence occurs between two in the morning and five in the morning. Drunken companies organize mass fights with the use of knives. Characteristically, all the murders on Atakent were committed exclusively with knives: neither knuckles nor stones were used. It was only through increased patrolling that the crime rate was significantly reduced.
