The accused was previously brought to criminal responsibility four times - for attempted murder, robbery, robbery and theft. Once again released from prison, the man did not lead a respectable lifestyle.
- In January 2026, the court established preventive supervision against him and related restrictions for a period of six months, said Alexey Volynets, deputy prosecutor of the Oktyabrsky district. Minchanov was obliged to find a job, notify the inspector of the penitentiary inspectorate in writing about changing his place of residence and not to leave the city on official and personal matters without his consent, to come to the police department for registration four times a month. He was forbidden to visit shopping facilities engaged in the sale of alcoholic beverages, mass events, as well as to leave his home from 18:00 to 8:00 the next day. The citizen under the signature was warned about administrative and criminal liability for non-compliance with the requirements of preventive supervision.
Despite this, the defendant was repeatedly absent at home when police officers came to check him, and did not come to the police department to report on the appointed days, for which he was repeatedly brought to administrative responsibility. As a result, another criminal case was opened against the citizen.
- He was charged with committing a crime under Article 421 of the Criminal Code (“Failure to comply with the requirements of preventive supervision”), the sanction of which is up to one year of imprisonment, continues A. Volynets. A preventive measure in the form of a prohibition of certain actions was applied against the accused.
