Bailiffs opened 14 proceedings against Chubais for 19.9 billion rubles

Bailiffs conduct 14 executive proceedings against the former head of Rosnano Anatoly Chubais. The total amount of claims is approaching 20 billion rubles. Of these, 17.74 billion rubles account for property penalties, about 2.13 billion rubles is the executive fee. This is reported by TASS with reference to court documents and materials of enforcement proceedings.

Most of the proceedings are related to claims for damages, which, according to the position of RUSNANO, the corporation suffered during the implementation of investment projects under the leadership of the previous management. The basis for penalties was the materials of the Moscow Arbitration Court.

According to the agency, 10 executive proceedings were initiated between June and October. The initial report indicates 2016, but this date contradicts the chronology of the trials of 2025-2026 and requires clarification.

Separate proceedings provide for the arrest of Chubais' property. The first of them bailiffs initiated in April 2025 after the appeal of “Rusnano” in court with the requirement to ensure the recovery of 5.6 billion rubles.

The defendants in this case, together with the former head of the corporation, were Yuri Udaltsov, Oleg Kiselev, Boris Podolsky, German Pikhoya, Dmitry Pimkin, Vladimir Avetisyan and Nikolai Tychinin.

The company demanded to collect from them 3.892 billion rubles and 20.4 million dollars. The currency part of the claims is expected to be recalculated in rubles at the official exchange rate of the Central Bank on the date of execution of the judicial act.

The claims are related to the Plastic Logic project, which planned to establish the production of flexible electronic tablets. As previously reported, RUSNANO considered the investments unprofitable, since the project did not reach its original goals.

Another major trial began in December 2025. “Rusnano” demanded to recover from former managers about 11.9 billion rubles due to the unsuccessful implementation of the project Crocus. It provided for the creation in Russia of the production of magnetoresistive RAM MRAM.

According to the corporation, when making investment decisions, the previous management did not provide a proper assessment of technological risks and protection of invested funds. These circumstances became the basis for financial claims against the project participants.

In December 2025, the Moscow Arbitration Court took interim measures against the defendants’ property. On the basis of the received court document on January 12, 2026, bailiffs initiated proceedings on the arrest of Chubais’ assets by almost 11.9 billion rubles.

The third case related to the seizure of property was opened on April 14, 2026. Its amount amounted to about 5.5 billion rubles. The basis was the decision of the Moscow Arbitration Court, which on April 3 partially satisfied the claims of Rusnano for damages under the Plastic Logic project.

Thus, the former head of the corporation was subject to both interim measures to preserve property for the duration of court proceedings and enforcement procedures. However, the amount of arrests cannot be automatically added to the amount of arrears, since interim measures of protection may relate to the same financial claims.

Anatoly Chubais led RUSNANO from 2008 to 2020. After leaving the corporation, he served as a special representative of the President of Russia for relations with international organizations. In March 2022, Chubais left the country and left the state post.
