In St. Petersburg, the police stopped the activities of an organized group engaged in the illegal legalization of foreign citizens. In the house on Kosygin Avenue, a 35-year-old resident of the Novgorod region and a foreign citizen were detained.
According to law enforcement agencies, for two years, the defendants for monetary remuneration organized a fictitious registration of at least 12 immigrants from the near abroad. This registration allowed foreign citizens to illegally stay on the territory of the Russian Federation.
Criminal proceedings have been initiated against the detainees. Subsequently, the actions of the suspects were qualified as organizing illegal migration by a group of persons by prior conspiracy.
The investigation also found that the woman in July 2025 was already convicted of a similar crime – fictitious registration of a foreign citizen. Then the court sentenced her to a fine of 150 thousand rubles.
