According to Alexander Shuvaev, the attacker is a member of territorial self-defense, and he has a permit for traumatic weapons. While the administration employee was on the road, he was attacked by stray dogs. He fired several warning shots, causing one of the animals to suffer. The shooter did not hide the incident and reported the situation to the police.

Ruslan Degtyarev agreed with the Shebekins that such behavior on the part of an administration employee is unacceptable. At the moment, the case is handled by law enforcement officers.
