Millionaire couples accused of bullying 21 children

In Los Angeles County, 66-year-old Guojun Xuan and his 39-year-old wife Sylvia Zhang were arrested in a child abuse case. According to prosecutors, the investigation affected 21 children, most of whom were born to surrogate mothers.

The couple are charged with several counts of child abuse, as well as conspiracy to commit violence, harboring and pressuring witnesses. District Attorney Nathan Hochman called the case unprecedented.

According to investigators, the couple organized a surrogacy agency in their home in Arcadia. The couple found surrogate mothers across the country and, the prosecution alleges, told them they wanted another child to complete the family.

The prosecutor's office says that children aged two months to 13 years were in the field of view of the investigation. Fifteen of them were removed from the couple’s home last year, and another six were in other places. Most of the children were between one and three years old.

Police believe that Zhang gave birth to one or two children herself, the rest were carried by surrogate mothers. The investigation began in May 2025 after the hospitalization of a two-month-old infant with a brain injury. According to Arcadia police, the child was injured by a nanny.

Investigators also found that the house was equipped with three rooms, which were used as training centers. The children spent several hours there at desks under the supervision of nannies. What was happening was observed using cameras with motion sensors, the image was displayed on a large screen.

According to the prosecutor, the videos recorded repeated physical abuse of children by nannies. The investigation claims that in one of the videos, Xuan demands to beat the child harder, and on the other, he is involved in the beating. The nannies, according to the prosecution, were ordered not to leave visible traces on the children.

The court granted each of the accused a bail of $ 20 million. They were also placed under house arrest and banned from visiting children.
