Investigative Department of the Investigative Committee completed the investigation of the criminal case against the 46-year-old General Director of a construction company from St. Petersburg. The businessman is charged with attempted fraud on an especially large scale (Part 3 of Art. 30, Part 4 of Art. 159 of the Criminal Code of the Russian Federation).
In 2025, within the framework of the national project “Youth and Children”, the defendant’s company signed a contract worth more than 150 million rubles for the overhaul of Secondary General Education School No. 4 in the city of Vyazniki. During the work, the contractor decided to save on budget funds. When facing the walls of classrooms and corridors in the amount of 2.7 million rubles instead of the estimated gypsum fiber sheets (GVL) was used cheap drywall. A similar scheme was applied to the device of external thermal insulation of the building cost 2.3 million rubles - there also used a lower quality insulation.
Knowing about the substitution, the defendant made false information into the acts and placed them in the Procurement system to receive payment. However, the fiction was suppressed: in one case, the materials were revealed by a construction control officer, in another - an inspector of the MKU "Department of the district economy of the Vyaznikovsky district." Acceptance of works was refused, the contract was terminated, and another organization had to complete the construction of the school.
The criminal case with the approved indictment was sent to the court. The case materials include the results of the construction forensic examination and testimony of specialists. According to the investigation, the total amount of damage that the contractor attempted amounted to 5 million rubles.
