The Central Bank of Russia set the official exchange rate of the US dollar on Thursday, October 8, at the level of 85.4811, the euro - 96.3287, the yuan - 12.7516. This is reported on the website of the regulator.
On Wednesday, October 7, the Central Bank established the following exchange rates: dollar - 85.7116, euro - 96.0313, yuan - 12.7984.
Thus, the dollar fell by 23.05 kopecks, the yuan by 4.68 kopecks, but the euro rose by 29.74 kopecks.
The official rates of the Central Bank of the dollar and euros are used for settlements on contracts on the futures market of the Moscow Exchange, including futures contracts for the dollar / ruble (Si), euro / ruble (Eu), dollar / yuan (UCNY), euro / dollar (ED), dollar / tenge (UKZT), perpetual futures for the dollar / ruble pair (USDRUBF), euro / ruble (EURRUBF), futures for the RTS index (RTS and RTSM) and a number of other instruments.

At auction on Wednesday, October 7, the ruble weakened against foreign currencies. By 17:48 MSK, the yuan exchange rate (CNY/RUB TOM) on the Mosbirzh increased by 0.4% compared to the level to the close of trading of the previous day and amounted to 12.759.
Tool USDRUB TOM at 16:44 MSK rose by 0.4%, reaching .86.0225.
The USDRUB TOM instrument reflects transactions with the dollar/ruble currency pair. Payments are made the next day in rubles. The time of concluding transactions is from 9:00 to 19:00 MSK.
Trading of the currency pair USDRUB TOM was held on the Moscow Exchange until June 2024. Officially, trading in the dollar was suspended after the Moscow Exchange was included in the US sanctions list. The dollar continued to trade on the over-the-counter market, where trading operations are conducted directly between participants, without the mediation of the exchange. Deals on the USDRUB TOM instrument resumed in mid-February 2026.
What now affects the ruble exchange rate
According to the expert of “BCS World of Investments” Mikhail Seltzer, foreign exchange rates rose sharply and repulsed the main losses of the autumn: in a few days, the pair added more than 3% against the background of an increase in the limits of currency purchase on the market from the Ministry of Finance.
In the period from October 7 to November 6, the Ministry of Finance will buy currency and gold under the budget rule for a total of у 279.42 billion. The daily volume of purchases will thus amount to Е12.7 billion. For comparison, from September 7 to October 6, the Ministry of Finance under the budget rule buys currency for у2.5 billion per day. That is, daily purchases will increase fivefold.
In addition, the Central Bank simultaneously daily until the end of the year sells currency for у0.58 billion. Thus, net purchases by the monetary authorities will amount to 12.12 billion a day against 1.92 billion a month earlier (an increase of 6.3 times).
Strategy Director of FG Finam Yaroslav Kabakov adds that the volume of operations of the Central Bank remains relatively small against the background of the turnover of the foreign exchange market, while the Ministry of Finance is fundamentally important to fill the budget. So, in his opinion, a bet on further weakening of the ruble looks more logical than an attempt to play against the budget trend.
At the same time, according to the analyst, the ruble is hampered not only by the policy of the Ministry of Finance. Exporters remain one of the main sources of foreign exchange supply, and the state is interested in maximizing ruble revenues. Therefore, the issue is not so much in the nominal volume of currency sales as in the behavior of large exporters and the state. In the current design, the budget actually becomes the main bull in terms of currency. For the ruble, this is bad news on the medium-term horizon, he said.
What will happen to the ruble exchange rate next: expert opinions
Bogdan Zvarych, head of analysis of banking and financial markets at PSB, believes that the ruble may be under pressure until the end of the week due to the implementation of delayed demand for currency from importers after the end of the long weekend in China (lasted from October 1 to 7). Combined with the growth of currency purchases under the budget rule, this could bring the yuan to the upper boundary of the у12.5-13 corridor, he said. However, the analyst does not expect a more significant weakening of the ruble.
Zvarich also writes that by the end of the month, the ruble will support the recovery of foreign exchange supply from exporters against the background of favorable conditions in commodity markets, as well as the growth of tax deductions. In his opinion, oil and gas revenues to the budget in October can more than double, to ь1 trillion, in particular due to the payment of quarterly NDD. Given this, according to Zvarich, in the second half of October, the ruble may move to recovery, as a result of which the yuan will return to local lows by the end of the month, retreating below ч12.5.
