Creative sovereignty
The conversation about creative industries today goes beyond purely economic and cultural discussions. The strategy for the development of the creative economy until 2036, signed by the Prime Minister Mikhail Mishustin, sets not only quantitative benchmarks – the growth of the sector’s share in GDP from 4.2 to 7.7%, an increase in the number of companies and the number of individual entrepreneurs by 22% compared to the level of 2025, and the expansion of the geography of infrastructure support from five regions to 45. The strategy formulates a qualitatively different level of approach: the sphere of creative industries becomes both a resource for economic growth and a participant in the good cause of preserving and reproduction of historical and cultural heritage, transferring meanings and, as a result, strengthening Russia’s cultural sovereignty.
