Voting among them was organized in strict accordance with the law. Suspects, accused and convicted persons whose sentence has not yet entered into force could vote. The elections were held in four divisions of the FSIN: in SIZO-1, SIZO-3, SIZO-4 and the Regional Hospital. In two pre-trial detention centers, independent polling stations were formed by the resolution of the territorial commissions, and the premises were equipped with everything necessary.
Citizens under house arrest, registered in the penitentiary inspection, as well as convicted to forced labor, also participated in the vote.
