Some regions already have housing programs for teachers, but there is no such mechanism at the federal level. Proposals for its creation are being prepared for direction to the Ministry of Education.
A rescue tool could be a federal program that allows a teacher to purchase housing for a mortgage with state support in a particular region. A great help in the framework of such a program would be a social payment in the amount of, for example, 50% of the down payment on a mortgage loan, Kavshar said.
The program was proposed to be extended primarily to teachers of primary, basic general and secondary general education. Among the possible requirements for the participants, Kavshar called pedagogical experience from three years, age up to 55 years inclusive, the need to improve living conditions and readiness to work in a specific educational organization of the region for at least five years.
According to the deputy, such a mechanism will help provide teachers with housing and consolidate specialists in the regions. A similar program is already operating in the Moscow region.
In 2024, the state Duma has already taken the initiative to create a separate preferential mortgage for teachers, wrote “Izvestia”. Yana Lantratova, then a deputy, proposed giving out loans to teachers under 30 who have worked at the school for at least a year at 2% per annum for up to 30 years. The Ministry of Education then reported that the working group assessed the possibility of creating a separate mortgage product for teachers, but its launch would require additional funding.
In April 2025, the government instructed to work out the expansion of the Far Eastern and Arctic Mortgage program for managers and other employees of kindergartens, schools and universities with more than five years of experience. Under the program, you can get a housing loan at 2% per annum for up to 20 years, it is valid until 2030. It can be used, in particular, by teachers and educators with five years of experience.
