Tobacco shops will begin to deprive licenses for selling goods to children
The regulation will come into force from March 2027 simultaneously with the introduction of licensing for retail and distribution sales of tobacco

From March 1, 2027, retailers of tobacco and nicotine-containing products will be deprived of licenses for the sale of goods to minors. The relevant government resolution is published on the portal of legal acts.
This is due to the introduction of licensing of such activities from March next year. The document extends the rules for the cancellation of licenses for retail and distribution trade of tobacco and nicotine-containing products, previously only manufacturers and importers fell under it. One of the grounds for revoking the license will be a violation of the statutory ban on the sale of such products to children.
The license will also be revoked if Rosalkogoltabakcontrol receives information more than twice during the calendar year about violation of a number of other requirements for trade in tobacco and nicotine-containing products. Among other grounds is violation of the requirements for mandatory labeling and transfer of information to the state monitoring system. Some of these provisions will apply from 1 September 2027.
From October 1, local governments and in cities of federal significance, state authorities began to independently determine the permissible distance from educational institutions to places of sale of nicotine-containing products.
In March, the government approved an experiment to ban the sale of vapes from 2027. The experimental regime will operate from March 1, 2027 to March 1, 2032. During this period, it is planned to analyze the effect of the ban in the regions that decide to apply it.
