“Education” has reduced prices for part of the textbooks prescribed by the FAS
Publishing house "Enlightenment" has reduced prices for four history textbooks for grades 10-11 by 37-45% according to the FAS. This was a response to the requirements of the regulator to limit monopolistically high prices for educational literature

Publishing house "Education" sent to the Federal Antimonopoly service (FAS) of Russia a notification of the execution of the next order: the company reduced the selling prices for four textbooks on history for grades 10-11, said the Agency.
The size of the discount ranged from 36.94% to 44.98%.
This measure was the result of the second order of the Ministry. According to the requirements of the regulator, the cost of textbooks should not exceed the total amount of production costs and the amount of profit necessary for the sale of products.

Enlightenment is the largest publisher of educational literature in Russia. The company is 50% owned by VEB.RF: in March 2025, the state corporation increased its share due to the purchase of 25% previously owned by Sber.
In 2023, the Chairman of the Federation Council Valentina Matvienko instructed to prepare a request to the FAS in connection with a sharp increase in prices for textbooks of the publishing house. Separately, she drew attention to the formation of a monopoly and stated that the cost of such literature in the regions increased by one and a half times.
During the inspection, the FAS concluded that Enlightenment set “monopoly high prices” for educational literature on the Russian language, history and biology. In this regard, the Agency obliged the company to transfer to the budget 2.3 billion rubles. as a seizure of illegally obtained income. An attempt to challenge this decision in the Moscow Arbitration Court was unsuccessful: the court sided with the regulator. At the end of last year, Vedomosti wrote that the court overturned the FAS decision on recovery, but upheld the decision to reduce prices for textbooks.
In August, Enlightenment, as ordered by the FAS, has already reduced prices for 94 textbooks on the Russian language, history and biology. In some cases, prices fell to 78%.
