According to the Ministry, pharmacies have more than 1.26 million drugs based on hydroxyzine and more than 500 thousand packages of Atarax.
“As of October 2026, in the territory of the Russian Federation, the subjects of circulation of medicines have more than 1.26 million packages of a drug with an international non-proprietary name (INN) hydroxyzine, including more than 500 thousand packages of a drug with the trade name Atarax,” the report says.
In the near future, 720 thousand packages of Atarax and 165 thousand packages of Hydroxysin are planned to be delivered to the Russian market.
Atarax is the trade name for a hydroxyzine-based drug produced by the Belgian pharmaceutical company UCB Pharma. It has an anti-anxiety and sedative effect, is used including in anxiety conditions, as well as to reduce itching in allergic diseases. The drug is dispensed by prescription.
On October 4, a number of media outlets, including Mash, reported that Atarax had almost run out of pharmacies in St. Petersburg, while analogues with the same active substance remained on sale.
Later, “Caution, Moscow” reported a shortage of the drug in the capital, according to the Telegram channel, to buy “Atarax”, it is impossible in nine of the ten large pharmacy chains in Moscow.
