"Numerous facts of abuse of official powers, as well as receiving a bribe in the amount of more than 13 million rubles for patronage during the illegal movement of vehicles have been documented," the report said.
According to the FCS, employees of the anti-corruption service of the Southern Customs Administration established that the scheme had been operating for a long time. Customs officers helped unscrupulous participants in foreign economic activity to write off the recycling fee in violation of the established procedure.
In fact, seven criminal cases were initiated: five under Article 286 of the Criminal Code (exceeding official powers), as well as two under Part 6 of Article 290 of the Criminal Code (receiving a bribe in an especially large amount) and Part 5 of Article 291 of the Criminal Code (giving a bribe in an especially large amount). Those guilty under these articles may face up to 15 years in prison.
The officials involved were taken into custody. The FCS noted that one of the customs officers tried to hide the traces of the crime and resigned after the detention of another employee. However, further operational activities were able to establish the involvement of all participants in the organized group.
In the income of the state turned the property of former officials of the customs post, obtained by criminal means. Its cost exceeded 80 million rubles.
In April 2026, the Moscow Interregional Transport Prosecutor’s Office revealed 147 cases of illegal write-off of the utilization fee by employees of the Central Excise Customs. As a result, cars were registered without legal grounds, and the budget received less than 200 million rubles.
