PIK Group faithfully fulfilled all the instructions of the Federal Antimonopoly Service within the established timeframe, the press service of the company told RBC. So the company responded to the FAS message about fines.
“The PIK faithfully complied with all the requirements of the Federal Antimonopoly Service within the established deadlines. The company continues to interact with the department and provides the necessary assistance within the framework of the inspections, the statement said.
Earlier, the FAS announced that it would fine the PIK group and the communications operator “Lovitel” (Lovit brand). Officials of management companies will impose administrative fines from 20 to 50 thousand rubles. or disqualify them for up to three years. The operator faces a revolving fine from 1 to 15% of revenue in the market of Internet access services. Administrative cases have been initiated for violation of antimonopoly legislation.
As part of the execution of the order, Lovitel developed and posted on the website a procedure for access to cable sewerage, and PIK management companies considered 330 requests from operators for placing networks in homes. At the same time, operators complained about new obstacles: the restriction of access to cable inputs to homes by persons outside the PIK group. Now the FAS is conducting a check on these facts.
It began after a large-scale DDoS attack on Lovit, which left thousands of people without access to the Internet, pay TV and the smart home system.
In September 2025, the FAS opened a case against the PIK group. At the same time, it was reported that the operator Lovit, which is part of the PIK, and management companies in the residential complex of Moscow, Moscow and St. Petersburg, limited access to infrastructure to other providers.
In the summer of 2026, the State Duma adopted a law on fines for not allowing telecom operators into apartment buildings. For officials, they will be from 10 thousand to 40 thousand rubles, for legal – from 100 thousand to 500 thousand rubles.
