The Plenum of the Supreme Court specified the period in which a citizen can file a complaint for violation of reasonable terms for judicial protection. According to the adopted amendment, six months will be counted from the date of entry into force of the last court decision by which a civil, administrative, arbitration case or case of an administrative offense was resolved on the merits.

The previous version allowed the time limit for filing an application for compensation to be counted from the date of any last trial. The clarification will be made in the resolution of the Plenum of the Supreme Court of March 29, 2016 No. 11 “On certain issues arising in the consideration of cases on awarding compensation for violation of the right to trial within a reasonable time or the right to execute a judicial act within a reasonable time”.

The Plenum has also renewed the composition of the Scientific Advisory Council at the Supreme Court, which consists of 112 people, by almost a third. The former deputy chairman of the court Yuri Glazov, who resigned, was excluded from the composition. He was replaced by Oleg Nefedov, appointed deputy chairman of the Armed Forces in October. Tamara Morshchakova, a retired 90-year-old Constitutional Court judge and former member of the Human Rights Council (HRC), who participated in drafting the Constitution, was excluded from the criminal law section.

The criminal law section includes Olga Thysen, a UN consultant on countering the use of cryptocurrencies for criminal purposes, rector of the Russian State University of Justice named after V. M. Lebedev, as well as Elina Sidorenko, a member of the HRC and general director of the ANO “Platform for working with entrepreneurs’ appeals”.

“We managed to maintain the potential of the previous composition, updating it by about 30%,” said Oleg Zatelepin, secretary of the plenum. The Chairman of the Council is the head of the Supreme Court Igor Krasnov.

In October, at a meeting of the Scientific Advisory Council, its participants discussed the proposals of the Supreme Court to reform the jury trial. In particular, the Supreme Court proposed to unite a professional judge and jurors in one collegium, reducing their number to four people.
