The accumulation of personal data of users in the memory of ChatGPT can lead to the establishment of their identity and the creation of digital dossier, warned in the Department for the fight against the illegal use of information and communication technologies (ICT) of the Ministry of Internal Affairs of Russia.
“A set of information about professional activities, health, income and personal experiences can be used to form a digital dossier,” the ministry said in a statement.
According to a study by The Algorithmic Self-Portrait, 95.9% of entries in ChatGPT memory were created without user approval. Personal information, including names and addresses, was included in 91% of the accounts studied. 54% of users retained information about their health and personal beliefs.
The department recommended checking the memory settings of AI services, not downloading confidential documents and excluding personal data from requests. To discuss personal issues, users were advised to use temporary chat rooms.
ChatGPT is an artificial intelligence chatbot developed by the American company OpenAI. It is able to answer questions, conduct a dialogue, analyze texts and help users with various tasks.
In July 2025, the head of OpenAI, Sam Altman, warned that users’ correspondence with ChatGPT could be disclosed to the authorities by a court order. He called for the same level of privacy for chatbots as for doctors and therapists. OpenAI said remote chats are stored for up to 30 days, unless longer storage is necessary for legal or security reasons.
