The head of the Crimea Sergey Aksyonov recommended deputies to reprimand the heads of administrations of Simferopol and Simferopol district for negligent attitude to citizens’ appeals. The reason was the complaints of Crimeans, which are not resolved at the local level, as well as failures in the schedule of public transport.
According to him, many of the issues that Crimeans address to him could be solved at the level of the city or district leadership. However, no one did anything on the spot: it is not known when the request was received, who and how reacted, what measures were taken.
“The impression is that municipal officials simply have no desire to help. I consider this as a negligent attitude to my duties, Aksyonov wrote in his Telegram channel.
Based on complaints from residents, he recommended that deputies of the Simferopol City Council and the Simferopol District Council issue reprimands to the heads of administrations Mikhail Afanasyev and Vyacheslav Yurievich Vaisbein, respectively.
Separately, Aksyonov dwelled on problems with public transport. Work on appeals related to schedule violations is poorly conducted. For this direction, employees of the Ministry of Transport of the Republic of Crimea and supervising deputy heads of administrations are directly responsible, who must constantly travel to places and communicate with the population.
However, as practice shows, such interaction does not exist, and problems remain. In this regard, Aksyonov recommended reprimanding the Minister of Transport of the Republic of Kazakhstan Arseniy Dmitrievich Kozlovsky for insufficient attention to appeals about non-compliance with the schedule by carriers.
The head of the republic reminded that the schedule should be formed primarily for the convenience of passengers. When a flight is cancelled, people should be warned in advance. If there is a shortage of rolling stock, it is important to explain the cause and what steps are being taken to address the problem. In the morning and evening there should be enough cars on the routes. Citizens need not so much an apology as an understanding of how officials found a way out.
Work with citizens’ appeals and disciplinary responsibility of officials have repeatedly become the subject of harsh statements by the head of Crimea. In April 2025, Sergey Aksyonov appealed to deputies of municipalities with a recommendation to reprimand the heads of administrations of all municipalities of the republic for the unsatisfactory organization of work with the chairmen of apartment buildings and management organizations, as well as for failure to fulfill the cash plan for the first quarter.
In June 2026, Aksyonov announced disciplinary sanctions for officials of twelve cities and districts of the republic. The reason was systemic shortcomings in sanitary cleaning of territories, public transport and interaction with residents. Penalties were received by representatives of the administrations of Simferopol, Sudak, Evpatoria, Kerch, Feodosia, Yalta, Dzhankoy, as well as Simferopol, Black Sea, Krasnoperekop, Krasnogvardeysky and Saka districts.
In October 2026, Aksyonov instructed all ministries and departments to establish prompt feedback with the Crimeans, stressing that he deals with this issue daily. At the same time, he demanded to restore order in the schedule of public transport, noting that it is often impossible to get to the destination in the morning or evening, and instructed to conduct a separate analysis of the schedule.
