First Deputy Chairman of the Minsk City Executive Committee Alexander Komendant takes part in the II Global Digital Forum in Moscow. He made a report at the panel discussion “IZation” as a trend of smart cities” on October 9, the correspondent of the agency “Minsk-Novosti” reports.
Participants of the event discussed the process of transforming the urban digital landscape thanks to AI technologies, practical cases of implementing AI assistants in the urban environment, as well as the effects of their scaling, replicability opportunities and the necessary resources for this.
Speaking as a speaker, the Commandant noted that Minsk, as a two-million metropolis and the capital of Belarus, is now undergoing a stage of deep digital maturity.
- Artificial intelligence for us is not a futuristic experiment and not a tribute to technological fashion, but a basic tool for operational efficiency, optimization of budget expenditures and improving the quality of life of citizens.
In his report, the First Deputy Chairman of the Minsk City Executive Committee pointed to the conditions necessary for the transition to a single large-scale AI system covering all spheres of the city’s life. He also specified that the assessment of the durability and contribution of AI solutions is carried out in four blocks:
- 1.economic contribution;
- 2.social impact and trust of citizens;
- 3.technological stability and flexibility;
- 4.security and protection of citizens' rights.
Speaking about longevity and socio-economic consequences, A. The Commandant also touched upon the issue of labor market transformation. In Minsk, the release of jobs as a result of the introduction of AI does not lead to the reduction of people.
- Our approach consists in systematic retraining of employees: routine mechanical operations (primary sorting of calls, reprinting of archival acts) are transferred to algorithms, and specialists are redirected to analytical, social and expert work that requires live human participation and control, said the First Deputy Chairman of the Minsk City Executive Committee.
Ah. The Commandant drew attention to the fact that the success of IZation directly depends on an open dialogue, the availability of objective information and the regular exchange of practical experience between cities. Minsk is open to active technological cooperation with Moscow, the regions of the Russian Federation and the international expert community.
- We are ready to share our developments in the field of housing and communal services, law, medicine, urban security and other areas, as well as to adopt the best practices of colleagues, said the First Deputy Chairman of the Minsk City Executive Committee.
The II Global Digital Forum will be held in Moscow from 8 to 10 October 2026 at the Digital Solutions Forum. It is attended by representatives of 120 countries of the world. At the forum, it is planned to sign a Roadmap of measures to implement the provisions of the Memorandum of Understanding between the Minsk City Executive Committee and the Government of Moscow in the field of digitalization of urban management.
