JSC "TsKBA" caught on the discharge of sewage in Upu near Tula
The Upa River in the city limits of Tula is not in vain the name of the dirtiest river in the Tula region

Audit of the prosecutor's office
At the disposal of the editorial office of MK in Tula were the materials of the inspection by the Moscow-Oka territorial administration of the Federal Agency for Fisheries, which was held in June and July 2026. According to its results, the supervisory authority issued a warning to TsKBA JSC on the inadmissibility of violating mandatory requirements. The reason was the data from the Tula environmental Prosecutor’s office that in the first quarter of 2026, the company discharged wastewater into the Upa River with excess of the maximum permissible concentrations of pollutants.
It follows from the verification materials that JSC TsKBA has been dumping wastewater into the Upa River for a long time (which, incidentally, is a water object of fisheries importance - Ed.) at a point with coordinates 54°12'46"N, 37°29'54"E. (issue No. 1). We are talking about an object in the village of Maslovo, a rural settlement Fedorovskoye Leninsky district, in the city limits of Tula. The company has the right to use the water body, the relevant decision of the Ministry of Natural Resources and Ecology of the Tula region was made on October 19, 2023.
However, according to the prosecutor's office, at the beginning of 2026, the concentration of pollutants in the sewage exceeded the standards. This creates a negative impact on aquatic biological resources and their habitat. How much the concentrations of pollutants were exceeded and by what indicators – not disclosed.
In its warning, the department referred to articles of the Water Code of the Russian Federation, which oblige the company not to allow harm to the environment and a ban on the discharge of untreated wastewater with excess of standards, Article 50 of the Federal Law "On Fishing and Conservation of Aquatic Biological Resources", as well as the Decree of the Government of the Russian Federation of May 29, 2025 No. 785, which requires the prevention and elimination of pollution of fishery water bodies.
Formally, this is a preventive measure that does not entail a fine or suspension of activities, but records the fact of violation and requires the enterprise to take action. With repeated violations, more severe consequences are possible.
11-year history
This is not the first such violation at Tula JSC TsKBA. As previously reported by the Tula media, in May 2015, the Tula Prosecutor for Supervision of the Enforcement of Laws at Specially Security Facilities, together with Rosprirodnadzor, had already identified illegal discharge of contaminated wastewater into Upu. Then the MAC excesses were: (a) for total iron - 4.6 times; (b) for ammonium ions - 5.7 times; (c) for nitrite ions - 10 times; (d) for sulfates - 2 times; (d) for petroleum products - 1.4 times.
After 11 years, the situation again attracted the attention of the regulatory authorities. In 2026, Rosrybolovstvo twice announced similar warnings to the enterprise: June 16 and July 3. A preventive visit was held on August 14 of the same year.
In addition, in February 2025, the Prioksky Interregional Department of the Federal Service for Supervision in the Sphere of Environmental Management conducted an inspection of the enterprise for its part. The inspection showed that JSC TsKBA did not fulfill the plan to reduce discharges due to the failure to achieve the indicators specified in it after the implementation of measures, which leads to the continuation of exceeding the standards of wastewater composition for oil products, copper, BPCP, ammonium-ion and phosphates for phosphorus.
Recall, as previously wrote “MK in Tula”, the Upa river, flowing through Tula, for years belongs to the category of “dirty” and “very dirty” reservoirs. According to regional ecologists, the main contribution to pollution is made by wastewater - annually about 157 million cubic meters of sewage are discharged into the rivers of the region, of which only about 20-38% are considered normatively purified. Among the pollutants are local utilities and industry.
The problem of exceeding the standards for discharges to Upa periodically surfaces in relation to different organizations. However, the case of JSC "CKBA" stands out precisely repeatability: the same enterprise, the same river, similar claims with a difference of more than ten years.
MK in Tula is monitoring developments.
