The Arbitration Court of Karelia has begun to consider the legality of the sale of a land plot in the center of Petrozavodsk at the intersection of Lenin Avenue and Kirov Street, at the underground shopping center "Pyramid".
The plaintiff in the process is the administration of the Karelian capital, the defendants are the republican Ministry of Property and Land Relations and the company Welt LLC. The subject of the dispute is the contract of sale concluded in 2024. According to the documents, the permitted use of this land is “to place a square with a fountain.”.
The city hall demands to cancel the transaction, citing a violation of the Land Code of the Russian Federation and the law on the privatization of municipal property. The key argument of the city authorities is the historical status of the location. According to archival data, this territory for decades was a public space (it was a square with a fountain "Youth") and actually occupied the entire disputed site. The administration emphasizes that the alienation of land, traditionally served as a city square, encroaches on the public interest.
It is known that LLC "Velt" has previously leased this territory, including for the project of reconstruction of the square and arrangement of the underground facility. The disputed transaction was formalized in 2024, during the closing of the Pyramid shopping center. The trial is scheduled for November 6.
