On September 24, the Chairman of the Minsk City Council Artem Tsuran held a lesson for students of the Academy of Management under the President of the Republic of Belarus. He told how the territorial district councils work, why the deputies act in close conjunction with the Minsk City Executive Committee and what projects are already changing the capital.
According to Tsuran, territorial district councils in Minsk were established within the boundaries of electoral districts, and each of them is headed by a deputy of the corresponding district.
- It consists of heads of organizations and institutions located on the territory, representatives of utilities, active residents and chairmen of committees of territorial public self-government (COTOS), the chairman of the Minsk City Council explained.

The specialist supervising the work of TOS has a separate office directly on the territory of the district and his own schedule for the reception of citizens. Its main task is to build a dialogue with the population. The result of this work is tangible: only in 2025, the supervising specialists helped solve more than 4.5 thousand questions of citizens.
In addition to daily work with appeals, deputies are engaged in the strategic development of the city. A. Tsuran spoke about the tradition of holding seminars after the sessions: they acquaint participants with the implementation of the investment program of Minsk and the work of the capital enterprises.

The speaker also reported on the commissioning and completion of construction of social facilities. Among the significant infrastructure changes, he called the transition of the capital to artesian water supply and the construction of a waste sorting plant.

In addition, the audience learned about the internal mechanics of the work of the Minsk City Council. Tsuran stressed that no issue falls on the agenda of the session without prior consideration.
- Before any issue is submitted to the session of the Minsk City Council, it is considered by the relevant commission. It consists of deputies, the specifics of the main work of which are related to the issues considered by the commission, he said.
This approach allows you to make balanced and competent decisions, based on the practical experience of deputies, added Tsuran.

The meeting ended with an open dialogue: future managers asked the Chairman of the Minsk City Council questions about the fight against traffic jams at the entrance and exit of the capital, as well as the prospects for the development of a network of charging stations for electric vehicles. In addition, listeners were interested in non-standard approaches and subtleties of working with citizens' appeals.
