Belarus and Russia plan to develop a single digital space in construction. Topical issues were discussed by experts at the round table meeting “Unified regulatory and digital contour of the Union State in the field of construction” on the sidelines of the international architectural and construction exhibition BUDEXPO in the Minsk International Exhibition Center BELEXPO.

The focus was on convergence of construction requirements of Belarus and Russia, digitalization of the regulatory framework and further development of industry cooperation. The participants considered the creation of a single digital space in construction, which will allow working with the regulatory requirements of the two states in a comparable format. Special attention was paid to the mutual recognition of conformity assessment procedures and proposals that may be included in the main directions of integration of the Union State for 2027-2029.
One of the topics was the prospect of forming a single digital register of building requirements of the Union State. This resource is considered as a tool for systematization of regulatory information and its further use by designers, experts, manufacturers of construction products and other market participants. The development of a common quality infrastructure is already on the Union agenda. In February 2026, the Union State Committee for Standardization and Quality was established. Among its tasks is the formation of a fund of SG standards, the preparation of proposals for the harmonization of legislation and the development of technical regulation tools.
Much of the discussion focused on the quality of building materials and increased government control. From September 1, 2026, a new mechanism of federal state control over compliance with mandatory requirements for certain types of industrial products began to operate in Russia. The scope of supervision included cable and wire products, cement, construction mixtures, heating devices and a number of other products used in construction.
The relevance of the topic is confirmed by the results of an experiment conducted in Russia to control certain types of building materials. At one of the inspection stages, 67% of the products tested did not meet the mandatory requirements. The experiment covered cable and wire products, cement, dry building mixtures and heating radiators.
For Belarus, this issue is of practical importance given the mutual trade in construction products and the work of companies in the common market. Approximation of requirements and exchange of information on the results of control should reduce the risks of circulation of products that do not meet the established standards.
A separate block of the round table was devoted to digital tools for working with regulatory documentation. The agenda included the concept of the Union State Construction Expert platform, which provides for the use of digital construction requirements in design and expertise. The project is considered as one of the options for practical transition to machine-readable norms and automated verification of design solutions. The concept of the platform was previously announced for presentation as part of the BUDEXPO business program.
The international architectural and construction exhibition BUDEXPO-2026 is held in Minsk from 16 to 18 September. The exposition covers the main areas - from architecture, design and design to construction materials, machinery, equipment and technologies of housing construction. The business program brings together more than 25 events. Particular attention is paid to digital construction. A significant part of the program is also devoted to housing construction, development of building codes.
