Free land from the state: who has the right to the plot in 2026

The priority list includes families with three or more children, Heroes of Russia and Labor, full knights of the Order of Glory, as well as women awarded the highest title of “Mother Heroine”.

There is no single federal extradition algorithm. The land code only sets a general framework, and specific rules (for example, the requirement to improve housing) are determined by local authorities. Often, the region offers an alternative: a cash certificate or other measure of support instead of a land allotment.

Special guarantees from 2026 are fixed for mothers-heroines. They are entitled to a plot of 0.08 hectares in the city or from 0.25 hectares in rural areas. This is a natural benefit, which is issued instead of monthly payments at the personal choice of the family.

In addition, the subjects of the Russian Federation have the right to independently expand the list of beneficiaries, including members of the SVO and their relatives. At the same time, the Constitutional Court of the Russian Federation stressed an important point: it is unacceptable to issue land “in a clean field”. The authorities are obliged to provide new territories with basic infrastructure – roads, electricity and water. Otherwise, the state gift will turn out for the family prohibitive expenses for development, and not real help, writes RIA Novosti.
