Bayandin Hospital worked with 21 fire safety violations in Kildinstroy

Murmansk regional clinical hospital named after Bayandin received a warning from the Main Directorate of the Ministry of Emergency Situations of Russia in the Murmansk region. This follows from the information on the website of the Prosecutor General.

The inspection took place on October 30, 2026 in a medical building in the village of Kildinstroy on Naberezhnaya Street. Experts found 21 violations.

Fire alarms and warning systems have not been operational since February 4, 2026. On the receiving and control device, two plumes show “Fire”, automation cannot be put on protection. Smoke detectors were removed in the attic. The fire signal is not transmitted to the fire department, and the administration did not report a malfunction of the alarm and alert. There is also no order to transfer staff to enhanced mode.

On the second floor in the left wing, the alert system is too quiet. Evacuation plans do not correspond to the actual location of the equipment and do not coincide with the place where they hang. There are no emergency lights on the escape routes. On the second floor, there are no fire safety signs in the corridors that show evacuation routes. The doors of escape exits to the stairwells cannot be opened from the inside without a key. On the first floor at the main exit, the light board “Exit” indicates the wrong exit, and the doors themselves are sliding, they cannot be opened manually.

In the three warehouses – the archive, the medical archive and the pantry – did not determine the category of fire hazard and did not hang signs on the door. In the vestibule of the central entrance and in the storeroom on the first floor, electrical wiring and socket with damaged insulation. At the emergency exit on the first floor, the wiring is laid without protection from non-combustible materials. The wooden rafters and crate of the attic were not treated with a flame retardant composition, there is no act of processing and an act of inspection of the coating. There is no personal respiratory protection equipment for duty. Ventilation chambers have not cleaned from combustible waste for more than a year, there is no deed and entry in the journal. There are no documents that confirm the categorization of warehouse and production premises.

The Ministry of Emergency Situations offered the hospital to comply with fire safety requirements, keep documents and monitor the serviceability of protection systems.

Recall that the chief doctor of the medical institution since September 22, 2026 is Sergey Chukseev. At the moment, the organization is considered a defendant in 11 cases worth 2.4 million rubles.
