Children under 16 may be banned from electric scooters in Novosibirsk
The Investigative Committee of Russia proposed to ban children under 16 years old from using electric scooters and other means of individual mobility.

The agency also proposes to equate SIM users with drivers, and the devices themselves with vehicles that will require a special right to drive. Another initiative concerns the banning of electric scooters on sidewalks, pedestrian areas and paths.
In addition, the UK proposes to equip SIM systems of automatic braking and sound alert so that pedestrians can hear the approaching device in advance. While we are talking only about proposals, the relevant changes in the legislation have not been made.
For Novosibirsk, the topic remains relevant. Since April 2026, the city has its own restrictions for electric scooters: the speed of movement is limited, and from 22:00 to 7:00 it is forbidden to use rolled SIM.
Earlier, “MK in Novosibirsk” reported that on Red Prospect, the driver of an electric scooter hit a 14-year-old schoolgirl on the sidewalk.
