Rostov authorities filed a new lawsuit against the former tenant of the Pleven Park

The authorities of Rostov filed a new lawsuit against the former tenant of the Pleven Park. According to the DonDay portal, the DIZO of the Don capital requires MIV LLC and Cultural Center MIR LLC (owner of the St. Tropez restaurant) to terminate lease agreements, return land plots and transfer real estate to the city property.
The arbitration court of the Rostov region accepted the claim on October 5. The meeting is scheduled for November 16, 2026. The DIZO also requested the involvement of third parties: the city administration, the culture department and the owners of restaurants and cafes located in the park (LLC “Right Bank”, “Valley”, “Gorodok”, “Givvi”, “Wave”, “Partners”, IP Hasanov).
The concession agreement between DIZO and MIV has been in force since 2003 for 49 years. The tenant was obliged to improve the park in exchange for the right to do business, however, according to the authorities, the conditions were not met. Residents of the Soviet region repeatedly complained about the state of the territory.
In the autumn of 2025, the authorities decided to terminate the contract, finding damage to green spaces, a monument to Soviet-Bulgarian friendship, cluttering the square with attractions and unauthorized construction of retail outlets. The contract was terminated through court in March of this year.
Back in August last year, the DIZO filed a lawsuit to dismantle a cafe built without approvals on the lawn. The court of first instance banned the construction, but “MIV” appealed. The Fifteenth Arbitration Court of Appeal confirmed the violations, and in September 2026 the court fully satisfied the claim of the DIZO - illegal buildings are subject to demolition.
